The Complex Care and Intervention Program (CCI)

In the Province of British Columbia we are best known for providing the Complex Care and Intervention (CCI) Program. CCI was created by Dr. Chuck Geddes. CCI is a developmentally sensitive, trauma-focused intervention planning tool for children and youth in foster care.

CCI was designed for children and youth who have experienced significant trauma or maltreatment, including those caused by:

  • parental addictions,
  • mental illness,
  • loss,
  • neglect,
  • family violence, and
  • physical, emotional, or sexual abuses.
  • Exhibit substantial emotional and behavioural challenges
  • Struggle with creating positive attachment and relationships
  • Show lags in many areas of development compared to peers
  • Seem to act a lot younger than their age

CCI is an integration of approaches based on current understanding of how traumatic experiences affect the neurological development, emotions, thinking, and behaviour of children. CCI is a systematic approach which engages in a collaborative partnership with professionals and caregivers for children who are in the foster care system.

Ongoing outcome evaluation of CCI indicates significant improvements in behaviour, emotional regulation, and attachment for most children and youth across the core CTR Developmental Domains. Outcomes also include improvements in placement stability, decreases in psychotropic medication, and movement to permanent placements.

The CCI Program builds capacity in the child welfare system to provide effective trauma-specific treatment by offering training to child welfare and clinical staff

CCI is available to serve children in foster care in various locations around the province of British Columbia. Access to the CCI Program for individual children or youth is through the local Ministry for Children and Family Development. Some Delegated Aboriginal Agencies also offer the CCI Program. We are successfully using the CCI model to support adoptive parents as well – both for those children adopted from foster care and those adopted internationally.
